TERRA provided civil/site development and landscape architecture services associated with the development of a new 7-story building to include multi-family Chicago Housing Authority apartments and a branch library with 35 covered parking spaces accessed from the alley. Site improvements included reconstruction of the adjacent Elston Avenue parkway to meet the requirements of the Chicago Landscape Ordinance, and alley reconstruction as required for parking access.

Landscape architecture services included preparing plans and assistance in planting the exterior amenity roof deck; improvements to the Elston Avenue parkway; and coordination of the entry design.
